S.E. Dr Félix MBAYU est Ministre Plénipotentiaire super échelle. Depuis le 03 mars 2018 jusqu'à ce jour, il est ministre délégué auprès du ministre des Relations extérieures chargé de la Coopération avec le Commonwealth de la République du Cameroun. C'est un diplomate chevronné qui sert dans la fonction publique camerounaise depuis plus de 40 ans.

Né dans la ville de Mankon, à Bamenda, dans la région nord-ouest du Cameroun, le ministre MBAYU a débuté sa riche carrière diplomatique au sein de l'administration centrale de Yaoundé avant d'être affecté pour servir son pays à l'étranger. Il est l'un des rares diplomates à avoir occupé tous les postes de l'organigramme de la diplomatie camerounaise, depuis le grade de chef de service adjoint jusqu'au grade de ministre au ministère des Relations extérieures.

Au cours de son service à l'étranger, il a été chef de mission au Japon avant de rejoindre la mission permanente du Cameroun auprès des Nations Unies à New York. À New York, il a occupé, entre autres fonctions, vice-président du Conseil d'administration du PNUD/UNFPA, facilitateur des résolutions de l'ONU sur le financement du développement et négociateur principal du Groupe africain pour la déclaration du Millénaire aux Nations Unies.

Le Ministre MBAYU est très actif dans le Développement Communautaire à travers ses actions politiques. Ces dernières années, 02 décrets présidentiels distincts l'ont nommé rapporteur du Grand Dialogue National (MND) et secrétaire du Comité chargé de suivre la mise en œuvre des recommandations du Grand Dialogue National, postes qu'il occupe jusqu'à ce jour. Il a également joué un rôle clé dans l'organisation des élections présidentielles, législatives et municipales au Cameroun.

En reconnaissance de ce service rendu au Cameroun, il a reçu plusieurs décorations dont la médaille d'officier de l'ordre national de la vaillance. Il est également titulaire de la médaille d'officier subventionnaire de l'ordre du mérite.

Since March 03, 2018 till date, he is Minister Delegate to the Minister of External Relations in charge of Cooperation with the Commonwealth of the Republic of Cameroon. He is a seasoned Diplomat who has served in the Cameroonian public service for over 40 years.

Born in the town of Mankon, Bamenda, in the nothwest region of Cameroon, Minister MBAYU, started his rich diplomatic carrer in the Central Administration in Yaoundé before being posted to serve his country abroad. He is one of the few diplomats who have occupied all the duty posts of the organizational chart of Cameroon Diplomacy starting with the rank of assistant service head right through to the rank of Minister in the Ministry of External Relations.

During his service abroad, he was Head of Mission in Japan before moving to the Permanent Mission of Cameroon to the United Nations in New York. While in New York, he was amongst many other functions, vice president of the Executive Board of UNDP/UNFPA, facilitator for UN Resolutions on Financing for Development, and lead African Group Negotiator for the Millennium declaration at the United Nations.

Minister MBAYU is very active in Community Development through his political actions. In recent years, 02 separate Presidential decrees appointed him as Rapporteur of the Major National Dialogue (MND) and Secretary of the Committee to follow up the implementation of the recommendation of the Major National Dialogue, positions which he occupies till date. He equally played a key role in the organisation of Presidential, Legislative and municipal Elections in Cameroon.

In recognition of this service to Cameroon, he has been awarded several decorations like the medal of officer of the national order of valour. He is also holder of the medal of grant officer order of Merit.
